Reggie was born in Appomattox, VA. His father was an avid investor who taught himself to trade stocks in the late 1960's and introduced his son to the financial markets when he was in the 5th grade.  With the guidance of his father, Reggie began making investment decisions in his own custodial brokerage account and this led to him starting a career in finance in 1999.  In August of 2018,  he founded Turner Wealth Management located in Hagerstown, MD.  Turner is a graduate of Mount St. Mary's University, where he received a BS in business administration.

Prior to founding Turner Wealth Management, Reggie spent his career as an advisor for a Wall Street wealth management firm and two Fortune 500 banks as a Vice President.  His focus is on retirement planning, protection planning and wealth building strategies. He has served as an advisor for HBCU investment clubs, presented seminars for major corporations (such as Burlington Northern Santa Fe, Potomac Edison and a host of other companies) and mentored children's groups on the basics of investing.

In 2017, Maryland Governor Larry Hogan appointed Reggie to the Maryland Commission on African American History and Culture (MCAAHC). After his confirmation in January of 2018, Reggie became the first Washington County, MD Commissioner in the 49 year history of the MCAAHC and serves on the Commission's finance committee. He serves on the Western Maryland Advisory Committee of the Maryland Civil Rights Commission. He also serves on the board of the Meritus Healthcare Foundation, Maryland Symphony Orchestra and the Washington County Historical Society. 

Currently, Reggie resides with his family in Hagerstown, MD. He has coached boys and girl's youth basketball and continues to serve his community in many facets.
